Sanming Hospital Opens One Public-Institution Post to Existing Government Staff — What Foreign Founders Should Know
A Sanming hospital has posted a single publicly selected position open only to serving staff inside local public institutions. The notice is a useful case study for foreign founders in how China's public-sector hiring works, and what it means for private employers competing for talent.
A Single Post, A Narrow Applicant Pool
The Sanming Municipal Health Commission has published a notice on behalf of the Sanming Hospital of Integrated Traditional Chinese and Western Medicine. The hospital intends to publicly select one professional and technical staff member. The notice is issued under the national regulation on public institution personnel management (State Council Order No. 652) and a Sanming municipal rule on selecting staff for municipal public institutions (Ming Ren She [2019] No. 217), following review and approval by relevant municipal departments.
For foreign founders, the headline is not the job itself but the eligibility rules. This is not an open recruitment to the general public. It is a selection exercise reserved for people already inside the system. Understanding that distinction helps founders read Chinese public-sector hiring notices correctly and avoid misjudging where talent comes from.
Who Can Apply
The applicant pool is limited to two groups:
- Staff on the established headcount of public institutions at county (city, district) level and below within Sanming, excluding manual and support workers.
- Civil servants, including those in units managed under the Civil Servant Law, who meet the conditions and voluntarily transfer in.
In other words, an outsider — including a foreign national or a private-sector professional — cannot apply. The mechanism moves existing public-sector employees between units rather than bringing in new entrants.
Conditions Applicants Must Meet
The notice sets out both positive conditions and disqualifying circumstances. Applicants must:
- Have sound political awareness and personal conduct.
- Hold a rating of competent (or qualified) or above in annual appraisals, apart from the probation year where no rating is given.
- Be physically fit for the duties and meet the post's requirements on specialty, relevant work experience, seniority and working ability.
- Generally be no older than 40. Deputy senior professional title holders may generally be up to 45, and full senior title holders up to 50.
- Have their qualifications, degrees and relevant seniority counted as of 21 October 2026. Anyone without the required degree or qualifications at that date is disqualified.
The notice also lists people who cannot take part: new hires still in probation; staff who have not completed a minimum service period or other agreed term; anyone with a criminal conviction or under investigation without a conclusion; people within a disciplinary period or its remaining effect; judgment debtors who have not performed their obligations; people subject to the recusal rules in the public institution personnel avoidance regulation (Ren She Bu Gui [2019] No. 1); anyone the organisation and personnel authorities consider unsuitable; and other situations barred by law or regulation.
How the Process Runs
The selection follows a fixed sequence: publication, application, qualification review, examination, medical check, assessment, public notice, transfer formalities, establishment of the post on headcount, and signing of the employment contract. The stated standard is merit and selection of the best, under the principles of openness, equality, competition and merit.
Application window and location
Applications run from 21 to 27 October 2026 during normal office hours, 8:00–12:00 and 14:30–17:30. Applications go to the personnel section of the Sanming Hospital of Integrated Traditional Chinese and Western Medicine at Building 13, Shazhou Xincun, Sanyuan District, Sanming. The contact is Ms. Wang on 0598-8033502.
Qualification review
Review is handled by the personnel sections of the Sanming Municipal Health Commission and the hospital. Specialty conditions are set and checked against the Fujian 2026 professional directory for civil service recruitment examinations. Applicants are responsible for the truth of what they submit; false information or fabricated materials lead to cancellation of examination or selection eligibility. Review runs throughout the process, and a mismatch found at any stage cancels eligibility.
Examination
The default is an interview. If 20 or more eligible applications are received, or if special needs arise, a written test plus interview is used. The examination tests the basic qualities and abilities needed to perform the post. Interview candidates are determined by the actual number passing qualification review.
Under the interview-only route, everyone passing review is interviewed, the interview score is the total score, the maximum is 100 and the pass mark is 70. If two or more candidates tie and the ratio of proposed medical-check candidates to posts exceeds 1:1, the tied candidates sit an additional interview and are ranked on that result.
Under the combined route, the written test and interview each count for 50% of the total. Interview candidates are taken from those meeting the written pass mark, at three times the number of posts, in descending score order; where fewer than three times are available, all who pass are interviewed, and where the last place is tied, all tied candidates proceed. Candidates who withdraw before interview may be replaced in order from those above the written pass mark. The written test is out of 100 with a pass mark of 60; the interview is out of 100 with a pass mark of 70. Ties in total score are broken by written test score; if both scores are identical and this would produce more medical-check candidates than posts, an additional interview decides the ranking.
Scores are rounded to two decimal places. If no candidate reaches the pass mark, the post is cancelled. Results are published on the health commission and hospital websites.
Medical check, assessment and public notice
Medical-check candidates are chosen 1:1 with the number of posts, in descending score order among those who passed. The health commission organises the check, following the general civil service medical examination standard, and candidates bear the cost.
The commission then decides who to assess based on the medical results. Assessment uses interviews, cross-checks, site visits and file review, covering political orientation, moral conduct, law-abiding behaviour, integrity, competence and work performance, and verifies the accuracy of information in the personnel file.
The proposed candidate is published on the commission and hospital websites for five working days. If no objection arises, transfer formalities proceed through the approval process.
Practical Points and Recusal
Applicants must supply consent from their current unit, its supervising department and the local organisation and personnel department before the medical check, or eligibility is cancelled. If a post falls vacant through failure at the check, assessment or notice stage, withdrawal, a substantiated objection, or an unsuitable file, the commission's party group decides whether to fill it from other eligible applicants in descending total-score order.
Recusal rules apply strictly: staff involved in the selection must withdraw where a spouse, direct relative, relative within three generations in the collateral line, or close in-law relationship exists with an applicant. Applicants follow the avoidance rules in Ren She Bu Gui [2019] No. 1. Comments on the exercise may be sent to the discipline inspection and supervision group at the health commission on 0598-8292189.
The notice applies only to this selection and is interpreted by the Sanming Municipal Health Commission; unaddressed matters follow Ming Ren She [2019] No. 217.
What This Means for Foreign Founders
This notice illustrates a structural feature of China's public institutions: many roles are filled from an internal pool of staff already on the establishment, under rules that private companies do not face. For foreign founders building teams in China, the practical lessons are to read eligibility clauses before assuming a public posting is open, to expect qualification cut-off dates and document checks in any formal hiring process, and to recognise that public-sector talent moves within a governed system rather than through open market recruitment. Private employers compete for candidates outside that system and should plan recruitment accordingly.
This summary is based on information published by the relevant Chinese government website and is general information, not legal or tax advice.
